I like my daughters to wear tights under their dresses, but during the summer heat this is just not practical.  Sometimes we can use shorts or leggings but these can get so bulky.  Here is a brilliant idea on how to transform a regular pair of tights into a footless tight with a girly, ruffled edge.

This would be a great way to recycle those tights that have a hole in the foot area.  Or just use this as a way to create fun fashion with an inexpensive item.  The instructions mention that she got the tights in the tutorial from the dollar store.  What a find!
